This Request for Interest (RFI) is soliciting interest from qualified contractors to serve as an Expert Auditor for the Los Angeles Reconnections Career Academy (LARCA 2.0) Jobs and Education Program. The Expert Auditor shall audit the LARCA 2.0 Jobs and Education Program to determine compliance with the Gang Injunction Curfew Settlement Agreement and to report directly to the Court or its designee. The findings of the audit report will also be made available to elected officials, department managers and their staff, and the public.

The LARCA 2.0 Jobs and Education Program is a job training and readiness program available exclusively to Settlement Class Members in the Gang Injunction Curfew Settlement. The Gang Injunction Curfew Settlement Agreement (GICSA) was executed and approved by the federal court in March 2017. The GICSA obligated the City, through the EWDD, to provide a variety of work-readiness and workforce development services over four years (2017-2021; extended and still active in 2024) to help prepare members of the impacted plaintiff class to enter the workforce. The number of potentially qualifying participants at the time of the Settlement was approximately 6,000. The City was required to expend a minimum of $1.125 million to a maximum of $7.5 million each year for four years ($30 million) to provide jobs, education, and tattoo removal services. The 6,000 plaintiff class members impacted by the GICSA represented twenty-six gang injunction areas in the City of Los Angeles.

The America’s Job Center of CaliforniaSM (AJCC) Operators Request for Qualifications (RFQ) submission deadline has been extended to Friday, May 31, 2024.

The purpose of the AJCC Operator RFQ is to solicit proposals from organizations interested in managing an AJCC serving adults and dislocated workers, including those with significant barriers to employment, in finding high-quality jobs and careers, and to assist employers hire and retain skilled workers. Funds will NOT be awarded through this process as the sole purpose of the RFQ is to establish the Qualified List of proposers before issuing the full Request for Proposal (RFP). The RFQ is open to both current AJCC contractors as well as qualified organizations that have not previously contracted with the City of Los Angeles. Community-based organizations, non-profit organizations, workforce intermediaries, private-for-profit entities, educational institutions, and public agencies that meet the required qualifications are eligible to apply.
